Health Insurance affordability???

I have been a single parent since my daughter was 2 years old - 7 years ago.
My ex-husband and I held health fund membership for more than 10 years prior to our separation.
Since being on a very limited income after our separation, I haven't been able to afford to join a health fund.
Each year that goes by affording health insurance gets further out of my reach due to the surcharge etc.
It would be nice if the Government could do something to help get similarly placed people back into health funds.
Does anyone have any ideas or solutions?
